Another 13,525 signatures were invalidated because they did not belong to a registered voter in the municipality where they were submitted.

The Penrith Magistrate's Court today released dramatic CCTV footage bus driver Shaun Murphy, 57, taking what is believed to be synthetic cannabis from a bag, putting it in a pipe, and then lighting it up and inhaling it.
At one point in the CCTV clip, Mr Murphy is shown steering the bus with his knees and elbows so he could have another drag of the drug.
Then he falls asleep before losing control and slams into the side of a house at Glenmore Park on June 15.
Two adults and three children were in the home at the time but luckily escaped injury.
Mr Murphy appeared in court on Wednesday afternoon and pleaded guilty to reckless driving and driving under the influence of illicit drugs.
Mr Murphy had methamphetamine and morphine in his blood system at the time.
But despite the accident, he has not been charged with using the drug, believed to be synthetic cannabis, which had an undetermined legal status.
The driver will be sentenced in court on Thursday.

Psychiatrists have known for 150 years that heavy consumption of cannabis can produce hallucinations. This was thought to be rare and transient until the 1980s when, as cannabis consumption rose across Europe and the USA, it became apparent that people with chronic psychotic illnesses were more likely to be daily consumers of cannabis. Here in Britain, for example, people with schizophrenia do not take more alcohol, heroin, or ecstasy than the rest of us - but they are twice as likely to smoke cannabis regularly. Since people with schizophrenia have a miserable life, most psychiatrists initially thought that if the odd spliff brought them some pleasure, what was the harm? Then, in the mid-90s, a Dutch psychiatrist named Don Lintzen from the University Clinic in Amsterdam noted that people with schizophrenia who used a lot of cannabis had a much worse outcome than those who didn't. This was confirmed by other studies, including a four-year follow-up at the Maudsley Hospital. Those who continued to smoke cannabis were three times more likely to develop a chronic illness than those who didn't.

On January 8 2011, Loughner shot killed 6 people and wounded 13 others, including U.S. Representative Gabrielle Giffords.
Acquaintances said that Loughner's personality had changed markedly in the years prior to the shooting, a period when he was also abusing alcohol and drugs.
According to military sources, Loughner admitted to marijuana use on numerous occasions.
Former classmate Caitie Parker remembered Loughner as a "pot head". Loughner has a history of drug use, having been arrested in September 2007 for possession of marijuana and drug paraphernalia.

WASHINGTON (CNN) -- Teenagers who use marijuana put themselves at higher risks for serious mental health problems, including worsening depression, schizophrenia, anxiety and suicide, according to a new White House report.
The report said more teens use marijuana than all other illegal drugs combined.
The goal is to "correct the blind spot we've had in our society that's caused more young people to suffer," Director of National Drug Control Policy John Walters said.
"The short message is: Marijuana's not safe."
"The benign quality of marijuana, which has been an assumption since the '60s, is now seriously questioned by researchers, scientists and doctors," Larry Greenhill, president-elect of the American Academy of Child and Adolescent Psychiatry, said at a news conference.
